Project Highlights:

• Design-build 10 MGD greenfield water treatment plant
• New water treatment facility provides service to the Cecil Commerce Center industrial park with provisions for future expansion to 30 MGD
• First design-build effort for a greenfield facility by JEA, the nation’s eighth largest community-owned utility
• Extreme site considerations, such as low-lying, wetland areas and unsuitable soils, necessitated that the entire site be raised approximately 3 feet to bring grade up to a constructable level
• Constructed to architectural aesthetic standards uncommon in water treatment plants 
• Provided design management, estimating, scheduling, value engineering, and constructability reviews
• Project components included site development, supply wells, 2 million gallon raw water storage tank, disinfection system, high service pumps, finished water flow metering station, emergency generation, electrical and instrumentation
• Delivered on fast track schedule
• Awards: Associated Builders and Contractors 2004 Award of Excellence
